Purchasing Manager

Job Summary:
The Purchasing Manager is responsible for vendor management and sourcing all goods and services for the company. This individual will develop, lead, and execute purchasing strategies while overseeing the Purchasing and the Shipping/Receiving departments.  The Purchasing Manager will report to the Director of Finance/Controller.

Duties and Responsibilities may include, but are not limited to:
• Leading, mentoring, and training a team of buyers with a broad range of backgrounds and levels of experience.
• Working closely with Shipping/Receiving supervisor for shipping/receiving accuracy related to purchase orders.
• Building and maintaining valuable work relationships with key vendors, employees, and customers. 
• Assisting other departments and program teams in developing and implementing procurement strategies.
• Negotiating the best overall value with vendors for goods and services.
• Tracking purchasing and inventory activity to improve and maintain standards and measurements of the Purchasing department.
• Maintaining compliance with ITAR and FAR/DFARS regulations, while working closely with the Contracts department to ensure that program procurements meet all contractual requirements.
• Understanding various company programs to proactively support their procurement and schedule requirements.

Required Qualifications:                           
• Vendor negotiation skills, with background knowledge of industry vendors and sources of supply.
• Analytical and problem solving skills to include developing metrics, collecting and analyzing data resulting in fiscally responsible decisions.
• Proficiency with Microsoft Office (including MS Project) and database query tools.
• Excellent written and verbal communication skills, including the ability to effectively communicate and collaborate with all levels of management throughout the organization to achieve positive results.
• Must have great organizational skills, the ability to multi-task, and possess a superior attention to detail.
• Understanding of and experience with US Government acquisitions (FAR/DFAR).
• Knowledge and understanding of Import/Export regulations and International Traffic in Arms Regulations (ITAR)
• Experience negotiating “fair and reasonable” cost and writing sole source justifications.
• Understanding of Vendor Managed Inventory solutions for small parts, tools, and supplies.
• Bachelor’s degree in Business or related field, with 7+ years of related procurement and supervisory experience, or equivalent combination of education and experience to support a thorough understanding of all aspects of purchasing and supply chain management.
• US Citizenship
• Aerospace industry background – composites and prototyping (desired).
• CPM or CPPM certification a plus.

Essential Functions of the Job:
• Mobility and the ability to bend and reach
• Ability to move materials weighing up to 25 pounds on a regular basis such as packages, files, binders, etc.
• Manual dexterity and coordination (e.g., to operate computer keyboard)
• Vision at close distances and the ability to adjust focus
• Ability to sit for long periods of time
